Elected by citizens of Norwood to a two year term. Consists of 4 ward representatives, 3 at large representatives, and a President of Council/Vice Mayor. Regular meetings conducted the 2nd and 4th Tuesdays of each month at 7:30 p.m. in Council Chambers on the 2nd Floor of Norwood City Hall.
Ensures that all appropriate civil service examinations and procedures are applied.

Part of the Safety Department and is directed and supervised by the Fire Chief. Consists of approximately 60 personnel, including line firemen (all Emergency Medical Technicians), certified Paramedics, aerial truck operators, pump truck operators, supervisors, and Bureau of Fire Investigation. Programs include the Junior Firesetters Program which offers counseling to children fascinated with fire and a Smoke Detector distribution program.

Works with the Board of Health to enforce codes for safe and sanitary conditions within the City through inspections of homes, restaurants and other businesses. Handles complaints of nuisance grass, weeds and dead trees as well as handicap parking requests. Other programs include home nurse visits, immunizations and car seat checks.

Elected by the citizens of Norwood to four-year terms, since 2016, Law Director Keith Moore has been providing legal advice to City elected officials, boards, department heads and employees in their City duties. The Law Department represents the City in litigation, including pending lawsuits and appeals, and serves as prosecutor in Norwood's Mayor's Court. Finally, the Law Department is responsible for preparing and reviewing City contracts, and City legislation, including ordinances and resolutions. Ohio Revised Code section 733.51.
Handles all court related issues, such as payment of fines, all automobile accident reports, and court scheduling. Court is conducted in Council Chambers, located on the 2nd Floor of Norwood Municipal Building on Mondays and Thursdays.

Part of the City's Safety Department and is directed and supervised by the Police Chief. Consists of approximately 70 personnel, including patrol officers, canine unit, criminal investigative section, drug task force unit, and 911 operators and emergency dispatchers. The Police Division also has a SWAT participation, major accident team and grant coordinator.
