Pay your bill online, in person, by mail, or place it in the secure drop box (next to Norwood City Hall on Elm Avenue).  We accept Checks, Cash, Money Orders, Credit and Debit Cards (Master Card, Visa, and Discover - we do not accept American Express).  Make checks payable to Norwood Public Service.  
We are not able to take payment over the phone.

 ·      When mailing your payment, please allow time for it to arrive on or before the 12th of the month to avoid penalty. 

 ·      When paying through your bank, a hard copy check is mailed to us, please allow plenty of time for your bank to process your request and time for the post office to deliver the check to us.

 ·      Any amount over 30 days past due is subject to a $25.00 delinquent fee and services may be disconnected at any time. 

  ·      If water is disconnected, an additional $50.00 fee will be added to the account.
     * In order for us to restore services, someone must be on site and have access to the inside of the building.

 
Billing Information

Residential bills are issued quarterly (every three months) and due the 12th of each of the months corresponding with your district.  The district you are in is indicated with the letter at the beginning of your account number.


Bill due dates are as follows…

A district: January 12th, April 12th, July 12th, October 12th
B district: February 12th, May 12th, August 12th, November 12th
C district: March 12th, June 12th, September 12th, December 12th

Your bill includes charges for water, sewer, and garbage services.

 How to register an account

1.    Contact the office to schedule a “final” reading which will close out the existing account and start yours fresh (this may have already been done by the previous owner/tenant).

·         The service windows for final readings are Monday-Friday either between 9am and Noon or Noon and 2pm.

·         We don’t necessarily need anyone to be home, but we will need access to the basement (most water meters in Norwood are in the basement).  How we gain access to the basement is up to you.

·         The final readings do have to be done by a City of Norwood employee and cannot be submitted by the resident.


2.    Fill out an Application for Service.  This must be done in person.  If the owner/tenant is unable to come in and fill out the application, a representative may do so.  The person that fills out the application must bring their valid ID and they will need to know the following information:

For an Owner Application

·         Address of Property.

·         Purchase and/or possession date of property.

·         The intended purpose of.  i.e.  Owner occupied, Rental (#of units), Intended for Resale, Commercial.

·         Owner's contact information.

·         Owner's address if different form service addresses..

·         Owner's phone number.

·         Owner's driver's licence number, social security number or tax id.

·         Billing information if different from owner's (where should we mail the bill to and to whom).

 For a Tenant Application

*Tenants may only be added to the account if it is a single family residence.

·         Address of Property.

·         Date lease began at property.

·         Tenant's contact information.

·         Tenant's phone number.

·         Tenant's driver's licence number or social security number..

·         Billing information if different from Tenant's address (where should we mail the bill and to whom).

·         Must have $200.00 deposit at time of application.

·         The deposit will be applied to the final bill when the tenant moves out, if any money is left over, a refund check will be issued to the forwarding address given to us when our office was notified of the tenant's departure and the final reading was scheduled.

How to CLOSE an account

1.    Contact the office to schedule a “final” reading several business days prior to relinquishing your access to the property.

·         The service windows for final readings are Monday-Friday either between 9am and Noon or Noon and 2pm.

·         We don’t necessarily need anyone to be home, but we will need access to the basement (most water meters in Norwood are in the basement).  How we gain access to the basement is up to you.  The following are some options

·         We may already have a key on file - we can check our system when you schedule the reading.

·         You or someone you trust can be at the property to let us in.

·         If there is a lock box on the property, provide us with the code.

·         You can bring a key to us in person

·         If there is an attached garage, provide us with the code.

·         You can put a key in our secure drop box.

·         You can leave a door unlocked

·         You can leave a key with a trusted neighbor for us to use.

·         The final readings do have to be done by a City of Norwood employee and cannot be submitted by the resident.


2.    Provide the office with your forwarding address.

Please note closing an account does not cancel services.  To cancel services you must indicate to office personnel that you would like the water shut off at the curb and you must schedule a date for this to take place.  Once the water is shut off at the curb, garbage collection will also stop.  Charges will stop accruing on the date of curb shut off.  Canceling services only takes place when a property will sit vacant for an extended period of time.  There is a $50 fee to have services reinstated once it is shut off at the curb and someone must be on site and have access to the inside of the building when the city employee responds to turn services back on.

 

Meter Readings

Meter readings are obtained quarterly (once every three months) by the city’s meter reader.  If he is not able to gain access to the property (most water meters in Norwood are located in the basement), he will leave a blue card on the front door (unless another location is requested through the office). 

The blue card is your indication that we need you to submit a reading to us at this time.  It is highly important that you submit a customer reading to us. Not only will the reading determine your quarterly billing amount, it can also potentially alert us to a leak inside the residence.  Early detection of leaks can save you from extensive property damage as well as reduce charges on future water bills. If we do not get a reading, the computer will automatically generate an estimated bill based off of the history of the account.   

The month your account is read is based off of which district you are in.  The district you are in is indicated with the letter at the beginning of your account number.

 Readings for…

A district: February, May, August, November
B district: March, June, September, December
C district: January, April, July, October

Options to obtain water meter reading

·         Allow our meter reader access to the basement (The most accurate and efficient option.)
- Provide us with a key to the basement door.
- Request he knock on the door if someone is typically at home.

·         Fill out the blue card left on the door and mail it in.

·         Fill out the blue card left on the door and put it in our secure drop box (located next to the Norwood City Hall on Elm Avenue.)

·         Call 513-458-4518, select option 1 and leave it on our automated meter reading line.  While leaving the message, make sure to include:
- The service address.
- The account number.
- The meter reading.
- Your call back number.
- Your name.

Tips to read your water meter

·         Most water meters in Norwood are located in the basement on the front wall of the house (the wall closest to the street).

·         Water meters are generally located low to the floor, around knee level or below.  (If it is near your head or shoulders, it is most likely the Duke Energy meter).

·         Some water meters will still have the lid on them, some lids are missing.  We do not need the serial number printed on the lid; we are looking for the number listed on the dial.

·         It is similar to reading an old fashioned car odometer.   Most water meters are 6 digits (some only have 5 digits).  Read all 6 (or 5) numbers including any zeros at the beginning and end.   The first 3 (or 4) numbers will be black on a white background and the last 2 numbers will be white on a black background.

 Trash Collection

·         Your trash collection is billed through the Public Service Department, but is serviced by Rumpke.

·         If you have billing questions contact the Public Service Department at 458-4518.

·         All other inquiries regarding trash go to Rumpke at 742-2900.

Equipment Maintenance

The City of Norwood maintains the water meter and the curb box only.  Any water lines on the property (including lines leading to and away from the meter) are the responsibility of the property owner.  If you are making repairs that require the water to be shut off, call the office to schedule a time for city employee to turn it off at the curb box.  We don’t need anyone on site to turn it off, but someone must be on site and have access to the inside of the building when repairs are completed and it’s time to turn water back on.
